On the topic of managing the data, it is possible to build a Google "form" that could let people save their data automagically into a Google "sheet". We could use the Google "sheet" just like Excel and allow everyone read access, and a limited number of folks write/modify access.
Anyway, something to ponder. I'd be happy to throw something together to try out if there is interest.
